Coming In The Clouds
Where it says He will come up as clouds, in clouds or riding on
a cloud, most of the time it refers to God's coming in judgment.
The imagery cannot be seen as God literally sitting on a cloud
at His coming. Cloud or clouds represents God's presence. And
every time He came in judgment, He usually used another nation
to overtake another.
In most cases if refers to God in or on a cloud getting ready to judge a nation.

Christ
was seen on the clouds outside of Jerusalem in A.D. 66, at the
start of the Jewish War.
Historian Josephus describes a heavenly army in the clouds much
like the army Jesus leads in Revelation 19:11-14. Tacitus also
mentions this event: "In the sky appeared a vision of armies in
conflict, of glittering armour." Pseudo-Hegesippus also
describes the coming of Christ on the clouds with His mighty
angels.
